promouvoir la culture au bénéfice du plus grand nombre dans le respect de la liberté de chacun par l'organisation de bibliothèques, discothèques, ludothèques, vidéothèques, conférences et tout autre mode d'éducation populaire dans le département de l'Orne ; assure l'aide à apporter aux bibliothèques par l'organisation de services communs et d'une manière générale tout ce qui peut contribuer à leur création, à leur coordiantion et à leur développement, à resserrer les liens entre elles et à leur apporter un concours pour l'amélioration de leur fonctionnement ; assure également la formation des bibliothécaires
